PICKENS COUNTY FIRE CHIEF'S ASSOCIATION
HISTORY & BY-LAWS
Pickens County Fire Chief's Association was formed in 1985
to give the chiefs from across the county an opportunity
to meet on a regular basis and share ideas.
More history will be added later here.
BY-LAWS and CONSTITUTION
NOTE: The constitution and bylaws are under revision and the final vote is scheduled for May 2007. The following is the old/existing
constitution and bylaws.
Article 1: Name
Sec. 1: This organization shall be known as the Pickens County Fire
Chief's Association.
Article 2: Objectives
Sec. 1: To promote better fire service for Pickens County.
Sec. 2: To promote and create better fellowship and understanding
between the various departments.
Sec. 3: To exchange ideas and experiences with one another concerning
operating, organizing, and maintaining proper fire service.
Article 3: Officers
Sec. 1: The officers of this association shall consist of a president,
vice-president, secretary, treasurer, and a chaplain; who will
hold their respective offices for one (1) year.
Sec. 2: The term of the office of president shall be limited to no
more than two (2) years in succession.
Sec. 3: The officers of the association shall be elected in the
following manner. The office of President, Vice-President,
Secretary, Treasurer, and Chaplain shall be duly elected at
the first meeting after the first of May each year. The newly
elected officers shall assume their duties at the close of the
regular meeting in June.
Sec. 4: If any vacancy shall occur in any office by reason of death,
resignation or otherwise, such vacancy shall be filled by a
special election to serve for the unexpired term of such office.
Sec. 5: The office of Vice-President, Secretary, Treasurer, and Chaplain
may be elected to succeed himself.
Article 4: Meetings
Sec. 1: Meetings of this association shall normally be held on the
third Monday of each month. There will not be any scheduled
meetings during the months of July and December. The June
meeting shall be deemed as our annual conference meeting. The
date, time and place of any regular meeting may be changed at the
discretion of the president.
Sec. 2: The president may call special meetings whenever he deems it
necessary.
Sec. 3: At any time any procedural question requiring parliamentary
ruling not provided for in the by-laws, it shall be decided
in accordance with normally accepted parliamentary procedure.
Sec. 4: One meeting shall be designated as Ladies Night at the
discretion of the president and with the approval of the
membership present.
Article 5: Membership
Sec. 1: The membership of this association shall be limited to Pickens
County and shall consist of the Chief, and Chief officers of
any regular organized fire department and any member(s) that
the department has designated as a representative to the
Association. Membership will also include Fire Brigade Chiefs,
Fire Marshall, Chief Arson Investigator and Forest Service Chief
Warden and one (1) other that each designates from his group.
The membership in this section will be eligible to hold office
and each department will be entitled to up to two (2) votes.
The other named representatives are entitled to one (1) vote
per group.
Sec. 2: The honorary membership shall consist of any retired Chief or
retired Assistant Chief of any Fire Department of Pickens County.
An honorary member shall not be eligible to vote, hold office or
serve on committees.
Sec. 3: The associate membership of this association shall consist of
any fire apparatus manufacturer, supplies distributor, city,
county or state official. An associate member shall not be
eligible to vote or hold any office or serve on committees.
Article 6: Dues
Sec. 1: The schedule of annual dues for members and associate members
shall be fixed, by two-thirds (2/3) vote of members present,
during the first meeting of the fiscal year. Dues shall be
considered in arrears 60 days after statement date.
Sec. 2: Honorary members shall be free from all dues and assessments.
Sec. 3: The fiscal year of this association shall begin on June first
and terminate on May thirty-first of the following year.
Article 7: Committees
Sec. 1: The president of the association shall name the standing
committees and appoint members to serve on each committee at
the June meeting of each year.
Sec. 2: A committee appointed by the president shall make an audit of
the finances in June of each year.
Sec. 3: The president of the association shall form other committees
as needed throughout the year.
Sec. 4: A list of each committee shall be filed with the secretary.
Article 8: Duties of Officers
Sec. 1: The president shall preside at all business meetings. He shall
appoint all committees and be ex-officio chairman of the same.
Sec. 2: On all occasions where the vote is divided, the president shall
be entitled to the tie-breaking vote.
Sec. 3: The Vice-President shall preside in the absence of the President,
and he shall be responsible for soliciting members and to see
that all members are duly qualified.
Sec. 4: The secretary shall receive and answer all correspondence
pertaining to the affairs of the association unless the
association has appointed another member to do the same. A
copy of all correspondence and other documents pertaining to
the association, both to and from, shall be forwarded to the
secretary for archiving. The secretary shall issue notices of
all regular meetings and for extra meetings when requested by
the president. He shall keep a record of the proceedings of the
association.
Sec. 5: The Treasurer shall receive all monies due the association and
pay out expenditures of the association. He shall keep an
accurate record of all receipts and disbursements. He shall
report all members that are in arrears with dues to the Vice-
President.
Article 9: Amendments
Sec. 1: This Constitution, as well as the by-laws of this association,
may be amended by a two-thirds (2/3) vote of the members present
and eligible to vote at any annual conference of the Association.
The said amendments should be submitted in writing to the members
of the Association at least fifteen (15) days prior to such
annual conference.
Definitions and Notes:
Chief and Chief Officers: The front line officers of a fire
department including chief, assist. chief, battalion chief,
incident commander are automatically eligible for membership
in the association provided their dues are not in arrears. The
other junior officers and general firemen would be eligible for
membership provided that they have been designated as
representatives by their department and their dues are not
in arrears.
Fire Brigade Chief: The chief officer of an industrial fire
response team or their designee.
Membership: Each department can have as many representatives to
the association as it deems necessary however only two (2) are
eligible to vote.
